Are these inside the national park?

They sit at the edge, between town and the park proper. Whether park fees apply depends on the route the boat takes — your quote itemises it either way.

Which is better for snorkelling?

Kanawa, comfortably. The reef starts off the beach and there is shade and a jetty. Kelor is the viewpoint, not the swim.

Can we do both?

On a 3D2N or longer, yes — usually on the last afternoon coming back in. On a day trip, one of them at most.

Why do they get dropped from itineraries?

Because they are closest, so they are the easiest thing to cut when the day runs late. Say they matter and we protect the slot.
